I have this tongs that tests silver and is only marked with a P.O

Any ideas if it's sterling, coin silver, or just heavy silver plate?

The P.O mark is listed in Catherine Hollan's book on Philadelphia as the mark for Peter Olivier. The only note she had on him is that the French Consulate published notice of his death in Philadelphia on January 26, 1797 and that he died intestate.

Almost certainly this would qualify as "coin silver," although items from this and earlier periods may vary widely in actual silver content, depending on the source of the metal used, so it actually is only a term of convenience, and not a guarantee of quality.
