An oddball mark indeed...the words appear on Gorham silver of the 1860s, but the single "hallmark" is weird--in fact they used the anchor alone for plated goods. Sure these are coin/sterling?

The ram is a feature on some Gorham plate of the 1860's and 70's. It seems that the manufacturing mark is more associated with plate.
