Any help on these hallmarks would be appreciated.

The marks are on the bottom of a coffee pot, creamer and sugar bowl.

It's hard to see the marks, but from left to right

  1. a horse
  2. ?
  3. looks like 3 birds.
I have not been able to find these.

Looks like a scale in the middle? The number suggests an order or stock number. Any sign of base metal beneath what may be silver plate?

Technically, these marks are trademarks in the form of pseudohallmarks. They are not hallmarks. See this FAQ for an explanation.

Wev, is 'sterling' implied by this mark or should we assume EPNS unless otherwise indicated? I note that this company did do EPNS as well as pewter.

No; I don't think they even made sterling goods, but if they did, they would certainly mark them as such.
