I have never gotten a good understanding of this. Are troy and avoir lbs the same weight, only troy has 12 oz and avoir 16?

As Scott mentioned a troy and avoir oz are not the same. A troy pound is not the same as a avoirdupois pound.

In the early seventies, at ONC, I was weighing sterling on an old avodupois balance scale. The boss drilled into me that there were 14,583 troy ounces in an avodupois pound. Everything I weighed had to be calculated to troy. We now have a troy scale. Such is the rush of progress.

So my electronic postal scale is avoirdupois? Where does one acquire a troy scale?? And why is it important to measure silver in troy?

A postal scale measures in Avoirdupois ounces. I use a triple beam gram scale since they are readily available at science supply stores or sometimes at swapmeets. The conversion is easy 31.1 grams per troy oz. It is important to covert your weight to troy because that is the unit of measurement for precious metals and the spot price for precious metals is quoted in troy ounces.

Troy scales should be fairly readily available from jewellery supply stores and the like. It's not really important to use one scale or the other if you can use a simple conversion table. Otherwise just go metric (and still convert if you want to). The main interest in using troy is because of the weight (sorry!) of tradition. Many old reference books, documents and catalogues express weight that way. Many old items of silver bear 'scratch weights' expressed in troy. For myself, I like the romance and tradition involved.

Many digital scales today convert at the touch of a button. Mine reads in grams, oz(a), oz(t), carats, grains, and/or pounds (a).

Measuring in grams allows for no confusion between ounces and pounds of different sorts.

Thanks very much FredZ, adelapt, swarter, and salmoned for your responses about the weighing question. I guess I'll keep an eye out for an inexpensive jeweler's scale, and I appreciate your advice.
