Here is a Whatzit.
So What is it?

Its not a race to answer.
There is no prize.

My fun is in hearing the sincere guesses.
Sometimes those answers are better than the correct answer.
So those of you who are in the know please wait for as long as you can.

All sincere guesses no matter how wild (and not offensive) are welcome.

It is 6 inches in diameter and is silver and leather.

Is it a weegy board??

Chester, sterling silver.
It does not look old enough to be 1736, but I think it is.

It looks like some kind of record managing device. As Cheryl says, a silverphile.

The other thing I would wonder is if this is adapted from some item that had become broken or fallen into disrepair. The adaptor would have taken the useable parts and made a new use for them.

Some good guesses.

When I first saw it, I too thought it was some type tool for sorting letters, bills and receipts. And I do suppose it could be used for that but it is not the intended purpose.

It has always been what it is.

Just a guess, are there letter punches under each vane so you use it like the old DYMOTAPE label engines used in offices, revolve the wheel and thump the top
The assay marks are post 1777 Chester , and my guess is 20th century.
Great puzzle and I'm dying to know the answer but doubtless Scott wants more of us to make total pratts of ourselves before revealing the answer.

This is a real brain teaser. For it to be silver with nice leather with gold stamped letters I'm thinking rich guy or lady's desk top rather than a business office application. Could it be some kind of address book/telephone book thingy?
