I have looked in vain to try and figure out what Columbia Temple no. 17 refers to, especially given the crest shown. There is also an etched design of a sun rising behind mountains at the monogram end of the spoon. The crest contains the letters (starting middle left) F P J E, although I'm not exactly sure, when reading pins and other items with initials on them which position to start with as the first letter.

Does anyone have any thoughts?

I don't know what this belonged to, but I think your "J" is actually an "L".

Well, to start with the obvious, it's a fraternal lodge. It isn't clearly any of the usual ones - Elks, Oddfellows, etc. - but there were dozens of these, maybe hundreds, in the 19th century in the US. I've had very little success trying to trace these online by the specific lodge name. Somewhere I once ran across a publication showing crests for many of the old fraternal organizations, but I've long since lost track of it, unfortunately.

Any maker's mark that might help? Can you show us also the other part of the design?

You're right swarter it is an L, so it would read f p l e assuming f is the first letter. The maker is Simpson Hall Miller and here is an extra pic.

Columbia Temple No 18 of the Pythian Sisters was (is?) in Vancouver, Washington. I don't find a No. 17, but it may have been merged into another.

thanks Wev, Pythian Sisters it obviously is. Have heard of the Knights of Pythias but not the Sister organization. Note that the illus you give does not have the knights helm or garter which probably means nothing.
