I seem to remember a thread about the use of this designation on sterling goods, but can't find it (or am delusional once again). Anyone recognize it or know firm that used it?

we've run across many pieces by FESSENDEN which will read "925"-over-"STERLING"-over-"1000"...

It looks to me like a generic stamp mark. One purchased from a jewelry supplier. But that is a minority opinion here.
