Recent acquisition - no local or country mark or test marks, only marked 800 and some letters in a triangle which seem to be v (w?) n f (c?) a n a, I don't know if this is a maker's mark or if there are dots after any of the letters, so hard to tell what goes with what. . The piece is hand made and well done, nice lattice-work border. It measures 8.5" across and is footed. Weight is apprx. 17.5 oz troy. It also has that pattern of swirly circles on the bottom about 1/2" in diameter. It seems like it somehow or other missed being assayed by some oversight authority.

Any thoughts as to origin?

There are more than a few countries that do have have oversight authorities who assay and mark silver - it is left up to the maker. You mention that yours is marked 800 which would be the purity of the silver according to the maker's claim.

I do not see anything distinctive in the style that gives me any thoughts as to where it would have been made or even when it would have been made. Of course you can rule out those countries that did require official assaying and marking, but that leaves a lot of countries.

The engraving does not really fit with the overall design of the plate, to my eye at least. It may very well have been done at the time the plate was made, but it also could be a later addition to 'fancy it up' a bit.

Hopefully someone here will recognize the markings to nail it down.

Thanks for the input Kimo. The engraving does look like it's possibly not original as there is an engraved circle around it that's not that well done.
