Do you think it is European? Scandinavian? American?

Hopefully someone will be able to tell you who is the maker, but it appears to be an arts and crafts era necklace. There were many people making this general style of enamel and silver jewelery around the early part of the 1900s who ranged from gifted professionals to students and just starting amateurs using pre-fab findings and chains. I may be mistaken and would welcome being corrected, but given the inclusions and bubbles in the enamelling on yours along with the less than perfect fit of the silver my first impression is that yours might be by one of the latter. Still I agree that it has a pleasing look to it overall.
