When the hallmark on a piece of silver says "MADE FOR TIFFANY & CO." STERLING 138,
is it possible to find out who it was manufactured by?

I am unfamiliar with this mark on a piece of Tiffany silver, but am doubtful the real maker can be identified. Will try to find out more about this. It might be helpful if you could specify exactly what the piece is.

The "Made for Tiffany" item is a round 10" footed cake platter with pierced and engraved grapevines & scrolling branches, scroll edge, 2 scroll handles, 1 on each side.
It has no marks other than those I gave you. Do you know whether Tiffany has kept records of the items they purchased from other manufacturers?

I do not know whether Tiffany kept such records, but will attempt to get an answer from the staff at the Tiffany Archives.

Pictures of the cake platter and marks would be most helpful. The typeface of the "made for Tiffany & Co." marks varied over the years. The "138" may be a number more important to the other silver company than Tiffany.
