The 1928 is unlikely to be the date your particular set of silverware was made - that is simply the date this particular pattern was introduced by Towle and so they put it in the markings. It was popular and made for many years. The "J inside a J" marking is actually a "lion rampant inside a script capital letter T" which is the Towle marking.
