Here is a couple of whatzits. If you really know give those who don't a chance to answer first.

The mark is William R. Elfers Company, Incorporated, New York, New York. circa 1931

The smaller is about 2.5 inches long and the larger one is just about 4 inches long.

I'd hazard a guess that they are rests for (smoking) pipes.

Measuring cups are the first thing that come to mind for me. The graduated length might allow for stacking. The legs on the handle don't quite make sense. The handle almost looks like it could be for pouring or for feeding an infant or invalid, all speculation. The fact that they are in sterling hints at bar ware too, more guessing????

Our understanding is they are called Cigar or Cigarette Rests.
