This piece is actually a great example of American silver, circa 1865-1875. Stylistically, the piece is very much of the 1860's-1870's period, especially with the mask handle and engine-turned decoration.

Howard & Co. were primarily retailers of others' silver, and were founded in 1866. This same year, William Bogert bought out the business of prominent New york City manufacturer Charles Grosjean, and formed William Bogert & Co. with Bernard Beiderhase.
Before the sterling standard was fully adopted by the American silver manufacturing establishment, manufacturers who WERE making sterling often marked their wares "ENGLISH STERLING", as in this example. The piece is not English, it just is up to the English sterling standard.

Many pieces of New York holloware from this time period will have the retailer's mark, in this case Howard & Co., flanked by the trademarks of the actual manufacturer. You see this on early Tiffany holloware, with Grosjean and Woodward's "G&W" stamp, and later the gothic "M" in oval used by the Edward Moore factory prior to their acquisition by Tiffany.

I have not personally seen this gothic B in diamond stamp before, but past experience leads me to believe it is the initial of the actual manufacturer. Bogert, or possibly Beiderhase, would fit the bill quite nicely.
