Your piece sounds like German silverplate from a company known as WMF, short for Wurttembergische Metallwarenfabrik, located in Geislingen, Germany. Their early trademark was an ostrich in a diamond, and the number 90 often appears on German silverplate. They were very active around the turn of the century, making fine art nouveau silver plate and pewter, and are still in business today.

Could it read "WFF" perhaps? The ostrich was used by Wurttembergische Metallwarenfabrik or WMF of Geislingen, Germany. It was a very large manufacturing company that traces its origins back to the the shop of Daniel Struab in 1815. By the 1880s, they were producing all sorts of metal wares and were well known for their silver and silverplate holloware and incidentals, especially dresser sets, tobacco boxes, and match safes in the German version of the arts & crafts style. By 1914 the company had shops in 24 cities and employed 3500 workmen in its factories.
