Silver serving tray that has three markings on the back with the words Silver on Covner (I think) underneath the markings.

The marks are from left to right M in badge, flure de lure(sp)? in shield and crown above with letter C below in shield.

I received this from my grandmother, want to know where, when and who.

I'll take a stab at it, but I could be totally wrong. Without a photo of the marks or the piece it's difficult to tell.

American trademark (poorly struck).
Who: Middletown Silver Co.
Where: Middletown CT
When: 1900-?

Silver on copper (poorly struck).

"Silver on copper" means that your tray is silver plated. The mark you've drawn is not a documented mark of the Middletown Silver Co. in the references that I have. Numerous American manufacturers used heraldic shields and heraldic devices such as the fleur-de-lis or crown as a design element in their trademarks. They were simply part of the mark and have no special significance.
