Can anyone identify:
a) What this piece was used for? it is only about 3" high and 4" across.

b) Who made it? Someone drilled a hole through the hallmark, evidentally to secure the top to the base with a screw, but there are 5 capital letters, of which, B S (?) (F or E) and P are visible. Also, it isn't plate, but it is not marked sterling or 925. Would that make it "German silver"?

c) How old is it?

I'd be graeful for any information you could give me! Thank you in advance.

This appears to be a bonbon (candy) dish, a form developed in the 1890's in American silverplate. Bonbon dishes with pierced work were very popular.

The B.S.C.E.P. mark (what's left of it) is one of the Barbour Silver Co., Hartford, CT., organized in 1892 and one of the original companies to become part of the International Silver Co. in 1898.
The E.P. indicates that this dish was electroplated with silver on a base metal.

The base metal is most likely nickel silver (a.k.a. German silver.) Both are alloys and neither contains any silver.

The design could very well date to the 1890's, but the dish itself could have been made in a subsequent decade. International continued to use the Barbour marks until at least the 1920's.
