Nickel silver can be buffed and polished to a shiny finish, but it dulls very quickly and is also susceptible to water marks and staining. The mark may be "Simeon L. & Geo. H. Rogers Co". of Hartford CT. According to Rainwater/Redfield's "Encyclopedia of American Silver Manufacturers" (1998) they were in business in 1900, acquired by Wm. A. Rogers Ltd. in 1918 and purchased by Oneida in 1929.

Just to add, some patterns were produced and sold in both silverplate and unplated nickel silver. When a piece is simply marked Nickel Silver, it is usually not silverplate. Other trade euphemisms for nickel silver include: Alaska Silver, Nevada Silver, Indian Silver, etc. Piece with these marks are just unplated nickel silver.

As for age, most unplated nickel silver flatware seems to date from around 1890 to 1920.
