The above registry mark is on a pair of Old Sheffield Plate candlestick holders and bears the mark of T and J Creswick and the manufacture date of December 27, 1843. This system of registration started in 1842 and from the chart I have continued through 1883.

Was this registration a requirement for the goods covered or was it optional with the manufacturer? If the registry mark is not on the object, does that mean that the object was made outside this dates?

My understanding is that the "kite" registration mark offered a limited form of copyright protection covering the design of the object registered. From memory, about three years, although there was apparently no necessity to remove the mark at the end of the period, so it could persist in use.
