I am trying to identify the hallmarks on an antique silver plate. There are two hallmarks: 1. A bell with the where you can see the 'ringer'; 2. What appears to be a 'papal' hallmark except that instead of one circle at the end of the two crossed keys, there are 3 in a 'shamrock type' arrangement. I would like to know when it was made, where it was made and anything else anyone knows. Could it be from the period when the Pope was in Avignon?

The Popes were in Avignon in the 14th century, which would make your piece increadily old. I find this unlikely unless you have other evidence that it was made 600 years ago. Can you post a picture?

Photos should help - my guess is your piece is Sheffield plate (if pre-circa 1850) or silverplate from Sheffield if latter. Both the bell and crossed keys were used by different firms.

Thank you for your responses. I also received a reply from an English silver expert; the piece is not English. Sounds like the 'keys' hallmark is German from the mid-1700s.

The piece is definitely silver and not silverplate.
