This plate measures 10" across. The border is applied and the flowers repoussed. The three marks are a double headed eagle followed by the initials I(J) C K, then a third mark I can't make out. I assume it's German. If only I could identify the ICK I would probably have my answer. The decorations if very well done. Any help with dating and/or origin appreciated.

thanks jersey, that does appear to be the answer, and that firm is well documented. Further cleaning has revealed the Diana's head which seems to have been overstruck.
