Ok, the shell tongs are English sterling, from Birmingham. The anchor is the town mark, the lion passant denotes sterling, and the X is the date letter for 1897-98. HH would be your maker's mark, although I can't identify it offhand.

The other tongs are French first standard, meaning they are 95% silver instead of the sterling 92.5%. This is denoted by the head of Minerva with the cut-cornered rectangle surround. If the surround were shaped like a barrel, it would be second standard, or only 80% silver.

The diamond shaped mark is the maker's mark for Ernest Cardeilhac. Maison Cardeilhac lasted from the Napoleonic era until they merged with Chrisotfle in 1951. Ernest was in charge from the late 1800's until 1927, so your piece dates from then. They were a prominent firm, and were known for their naturalistic forms. Your piece is not quite Art Nouveau, but it is leaning in that direction. Perhaps 1890's? Anyway, a very nice piece of French silver.
