I received a Russian silver beaker with the following marks:

Silverstamp 84
Townmark Minsk
Assaymaster W. K. for the year 1853, name unrecorded.
Silversmith (Polish) Karol Filip Malcz (1797 -1867)
So far everything is clear.
What I do not understand:
There is the townmark of Hapsal (Estonia), this type in use since 1824. I have visited the Historical Townmuseum in Warcaw, there are several pieces from K. F.Malcz, all with the anchormark of Hapsal.

My question: why this extra mark, Estonia belonged to the Russian Imperium?
Maybe someone can help me understand.

The anchor here isn't the Hapsal city mark, but rather Malcz's trademark; it was also used by his successor Werner & Co. See Estonian walkingstick for more information.
