I have come across a silver spoon set, in original box. Box is brown, with closing clip that actually have tiny holes to stick hook pins in when closing. Inside box, blue velvet, spoons are set in fitted velvet area, this hold 6 spoons. tip of spoon has flat area, instead of being rounded. These are teaspoon sizes, slightly smaller than todays teaspoons. The look like they are hand crafted not made through production. On back there is a stamp. with N.Weber along with the number 13 further up the backside of handle. Any information would be appreciated. Thankyou. Based on your information, I would GUESS that your set dates from the mid 19th century and was made in Germany or Austria. A 12 or 13 is often found on 19th century German and Austrian silver. This mark indicates the silver content of the metal, although I do not know the specifics.
After the 1880's, German silver was marked with a crescent moon and a crown. Your set, if indeed German, will date from before then. Austria adopted the head of a woman as a standard mark in the 1860's. N. Weber would be the maker of your set.

The 12 could be a Löth standards mark. **The Löth standard was, at one time, extensively used in Austria, Germany and parts of Scandinavia and Central Europe. It was a system in which purity was divided into sixteen (16) parts, sixteen (16) representing fine or pure silver. As a result, one often sees European silver marked: 12, 13, 14, or 15 to indicate a standard for silver made under this system. Care has to be exercised when assessing some of the numerical marks unaccompanied by other marks, since "12" is a common American silverplating mark and sometimes a European silverplating mark. The standard in decimal figures translates as follows:

12 = .750
13 = .812˝ (.813)
14 = .875
15 = .937˝
16 = .999
